A friend writes that he "got fined $35 last week for 
throwing a little plastic bag with personal mail in a
DC trash receptacle at the corner of 16th and U ... It
was actually a $70 fine because the bill had [an old 
address] and it took 3 months for them to find my new
address. It was just on the news that a law dating 
back to 1880 states that you are not allowed to put

Dear Mr. Schade:

This is in response to your letter of June 16, 2000, 
to Mr. John Parsons, Associate Regional Director for 
Lands, Resources and Planning in which you enclosed 
information on potential light fixtures for use 
underwater in the Dupont Circle Fountain. You also 
indicated that your lighting proposal had the support
of ANC2B, Dupont Circle Citizens Association and the
Dupont Circle Conservancy.

We have studied this issue and consulted informally 
with the State Historic Preservation Officer. It is 
our belief that the sculptor, Daniel Chestor French, 
chose to rely on the surrounding ambient light to 
illuminate his statue, and that this effect will be 
lost if we choose to mount lights in the basin of the
fountain. The installatio of lights would give the 
fountain a decidedly different nighttime appearance 
than the one intended by French. Therefore, we do not
believe that these lights would be appropriate for 
this fountain and we must decline your offer to 
install them.

Hopefully by now, most Dupont Circle residents are
