Subject: [Cardozo News] Flower Thief - CAUGHT!

I wanted to let everyone know that I caught the flower
thief that has been stealing flowers and plants from
our neighborhood.
At approximately 11:30 AM on Friday, I happened to
look out of our window and saw a man coming through
our front gate carrying a cardboard box of freshly cut
flowers -- daffodils, tulips, etc. I watched as he
walked into our yard and started to cut our daffodils.
At that point, I ran down the stairs and tore open the
front door (my usual mild mannerism was replaced by
the rage of a mad-man -- at least I am sure that's
what the flower thief thought). I proceeded to yell at
the thief and he attempted to run. I restrained him by
holding his arms to his side and I said that I was
calling the police. Sharon (2104 12th Place) joined me
almost immediately and also saw the thief cutting
flowers. Luckily, Jimmy (from EYA) was in our home
completing some final touch-up work and I asked him to
dial 911. Gaia, our dog, faithfully stood guard as we
prevented the man from running (the man wanted to know
if our dog bites -- I said she only bites bad guys).
We received a fantastic response from the police --
Lieutenant Grooms was on the scene in less than three
minutes. She was joined shortly by two other police
officers. The flower-thief told the officers that he
was cutting flowers to be sold at the 'Rose Garden'
flower shop on U Street between 13th and 14th Streets.
Lieutenant Grooms took the thief to Third District
headquarters for processing.
I went to Third District headquarters this
afternoon to follow up with Lieutenant Grooms. I
learned that the flower thief's name is James Fleming
and he has several aliases, one of which is 'Cowboy'.
Mr. Fleming is 55 years old and lives in Southeast,
Washington. This morning, he was charged with Theft II
and Lieutenant Grooms has requested a 'stay-away'
order for five blocks around the area of 13th and V
Streets NW. Mr. Fleming has a long history of arrests.
Next steps are for the District Attorney's office to
validate the 'stay-away' order and then to prosecute
Mr. Fleming for theft. Lieutenant Grooms said the
police are also investigating the Rose Garden flower
shop.

Subject: Federal Action: Illegal Documents Sales
         Columbia Road

Dear Friends: One of the most difficult and
frustrating issues I have dealt with since taking
office is the open and flagrant sale of illegal
documents on the 1700 block of Columbia Road.
This is very objectionable under any circumstance.
The events of 911 make it a matter of national
security. How can we tolerate such sales in the
Nation's Capitol when we are under terrorist threat?
Working with the police and other agencies, we have
achieved major busts and seizure of equipment. But
within days, new runners were back at their trade.
Most of these men are undocumented recently arrived
immigrants with little or nothing to lose. For several
albeit brief periods of time, we were able to have
daily police patrols which of course did have the
desired effect. But other police priorities always
pulled them away, and the trade returned.
I have now appealed to Congresswoman Norton to have
Federal officials take a more aggressive approach. On
Tuesday, April 2, I met with Congresswoman Norton,
Warren Lewis, Immigration and Naturalization Services
District Director. INS Officials again told us that
since 1998 they have had 2 major operations, which
lead to the arrest and convictions on felony charges.
They have seized of computers, copiers, scanners,
over 20,000 blank documents with a street value of
over $3.3 million. Also, agents have recovered
approximately 1,500 counterfeit cards, state
identification cards, and related printing equipment.
I expressed strong concerns on your behalf, and I
made it clear that though I recognized INS efforts, a
more aggressive approach was needed to discourage and
eliminate such activities. I requested constant
disruptions of document trafficking to the point of
frustration and finally eliminating their operatives
in Columbia Road.
To her credit, Congresswoman Norton strongly
reacted to the lack of priority the District of
Columbia was getting from INS, considering we are the
Capital of the US. She offered to assist in whatever
necessary to ensure INS gets more resources to arrest,
convict and dismantle any operations dealing with
illegal documents in the District.
The INS Director reported that post 9/11 they
requested regional headquarters for more agents to be
detailed in the DC Off. to intensify their ongoing
'Identity Crisis' operation in Adams Morgan. They have
promised to finalize this process in the very near
future, in order to have an aggressive and continuous
operation.
Further, Congresswoman Norton will seek to
reinforce current law penalties with stronger prison
time, fines and deportations. She added that with the
current securities concerns in our city and throughout
our country, that such a bill would move quickly
through the House and Senate. A follow up meeting
report on INS progress will be held in a month's time.
I will continue to keep you posted. Please stay in
touch. Bests! Jim Graham,
Ward One Councilmember

Intricate Details: Dupont Circle Architecture
Photography Project

I am a local photographer who enjoys taking
photographs of the interesting and often whimsical
architecture in Dupont Circle. The intricate details
of the stone carvings adorning the townhouses intrigue
me. I often wonder what inspired these architects and
stone carvers to build such fascinating homes. The
architecture in this neighborhood is truly D.C.’s
lesser-known treasure that needs to be better
preserved. Over the years, I have seen buildings that
were neglected or altered, diminishing their original
beauty.
As I tried to do research about this architecture,
I found that majority of the photography exhibits and
books on Washington D.C. focus on the monuments and
government buildings. There is little or no mention of
the beauty of Dupont Circle architecture.
   Utilizing my previous experience organizing
exhibits, I would like to collaborate with other local
photographers and architects to do a joint exhibit on
the Dupont Circle architecture to explore, document
and promote greater awareness about its architectural
history and significance.
   Thank you.

Best Regards,
Roshani Kothari

[6] AN EVENING AT THE EMBASSY OF INDONESIA
                Monday April 29, 2002
                   6:30 9:00 P.M.

The Embassy of Indonesia invites the members of the
Dupont Circle Citizens Association and their guests to
a presentation of shadow puppetry, gamelan music, and
a reception. This event is co-sponsored by USINDO, The
United States Indonesia Society.
Wayang Kulit, shadow puppet play with flat leather
puppets, is both wonderful entertainment and classical
art. Marc Hoffman, puppeteer (dalang), will offer an
introduction and demonstration of this wayang form
popular in central and east Java and Bali.
Gamelan refers to an orchestra of bronze gongs,
xylophone-like instruments, drums, flute, voice, and
bowed and plucked string instruments. Guests will have
the opportunity to observe the players of the
Indonesian Embassy Gamelan orchestra in rehearsal as
they prepare for a full scale wayang kulit to be
performed with Marc Hoffman as dalang on the weekend
of May 4-5.
The Embassy of the Republic of Indonesia, at 2020
Massachusetts Avenue NW, occupies a turn of the
century Beaux Arts mansion. An historical landmark,
the wealth and lifestyles of its former occupants
enhance its architectural interest. During the
reception, Indonesian refreshments will be served and
guests may tour the mansion, the 1982 contemporary and
an exhibition area.
Representatives from the Embassyıs Education and
Cultural Section will be present during the evening to
answer questions and provide information on
opportunities to study the music or dance of Java or
Bali.
RESERVATIONS ARE REQUIRED. You may 202.659.1090,
leaving your name, the number of guests you have
invited and a telephone number we may use to contact
you. Please reserve no later than April 25. For
