Downtown BID is urging DC council to allow it to
manage the "location and appearance of vending stands,
newspaper boxes and commercial signage," among other
street furniture. Clearly, the shabby vendors are an
eyesore, and detracted from Woodies' front door. It
seems that many of theirs wares are either bootleg CDs
or otherwise suspect. See "Vendors Decry Oversight

Subject: Marie Reed Pool

Dear Friends: I have been trying to figure out how to
get this pool open again after a long period of
inactivity. Here's my best information: In the spring
the pool was closed by Parks and Recreation and turned
over the School System for repairs. It is still
closed, because (I am told) DCPS does not have
$116,000 to complete the work. I have brought this to
the attention of our school board member, Julie
Mikuta, who is working on this as well.

Yesterday, I called Superintendent Paul Vance on
another issue. In the course of that conversation I
raised this issue. He promised that, in a meeting he
was having today with the capital construction folks,
he would inquire about this long delay. And get back
to me. I will let you know.

Please forward this message to anyone you may know
with an interest in this pool.

Subject: Promising News on the Marie Reed Pool

Dear Friends: As many of you know, the Marie Reed Pool
has not been functioning for some months. I recently
posted a message about my contact to Superintendent
Paul Vance of DCPS, inquiring into when the repairs
would be finished.

He called me back to day to tell me that the DCPS will
spend the $116K necessary to repair the lights and
make other repairs. And that the work should be
finished within three weeks, or he would again call me
with an explanation.

So I will let you know. Please pass this along to
anyone who you know is interested in this issue. Bests

From info@rainbowhistory.org:

1724 20th St NW is one of five sites we are
considering nominating for historic landmark status.
Others in the Dupont area are the early locations
of the Whitman-Walker Clinic at 1607 17th St, 1825
18th St, and 2425 18th St.

1724 20th St was the site of the first openly gay
business in DC, Earthworks, started by Deacon
Maccubbin in 1971. It also was the first location of
Lambda Rising, Maccubbin's bookstore. The building
was also the first home of the Gay Switchboard, and of
the Gay Men's Counseling Group. In fact, 1724 20th St
has a long history of association with gay and leftist
groups in DC. In 1979, it was the headquarters for
local operations of the 1979 March on Washington. It
was also used by the GLF and the Black Panthers during
the November 1970 Revolutionary Peoples Constitutional
Convention.

If you have been a resident of metropolitan DC for
more than 5 years, we would also be interested in
taping your personal memories for the oral history
collection.

Bonnie Rowan of the Adams School neighborhood has
found out that the current D.C. policy on trees
apparently is to respond to requests from residents
who have a vacant space near their home. The
rationale is that the City knows that these trees have
a better chance of being cared for, and surviving. If
you have dead trees, tall stumps, stumps, or vacant
tree spaces you should so note and send a FAX to
Washington's "tree man" Bill Beck at 202/724-1406. Do
not expect immediate action, but do expect action.

Groundbreaking on Metropolitan Branch Trail

Thursday, October 25, 2001, Thursday, at 9 a.m. in the
parking lot on the West Side of First Street, NE, in
the 800 block.

Come celebrate the start of construction of the
Metropolitan Branch Trail (MBT) adjacent to Union
Station on Capitol Hill. The MBT will take the form of
bike lanes and a wide, landscaped sidewalk along this
half-mile portion of the project. In addition to the
bicycle and pedestrian facilities, the project will
include trees and lighting. Once completed, the MBT
will provide a safe bicycle facility connecting Union
Station with Silver Spring.

The ground breaking ceremony will include brief
remarks by invited speakers on commercial
revitalization and other benefits to the D.C.
community from the MetBranch Trail's presence in the
First Street NE corridor between Union Station and the
Greyhound bus terminal.

Trail work on First Street will be completed in 2002.
It will eventually link with the next segment of the
trail being constructed as part of the New York Avenue
Metro Station project. That project begins at L
Street, NE and continues beyond New York Avenue to
Harry Thomas Way in the area of Eckington Yards. At
this point the trail will link with the existing "U"
Bike Route utilizing primarily 4th Street NE to
Catholic University. There the route connects with the
existing MetBranch Trail on John McCormack Road to
Bates Rd/Fort Totten Road NE.

The ceremony will take place Thursday, October 25,
2001, at 9 a.m. in the parking lot on the West Side of
First Street, NE, in the 800 block.

Subject: [ustreetnews] Development on U Street and the
         surrounding neighborhood.

The following is a listing of most of the projects
that are currently underway in the Cardozo Shaw
Neighborhood that is centered upon U Street. I
apologize ahead of time for any inaccuracies and
welcome any corrections or updates that you might be
able to present to me. Please forward this to anyone
you think might be interested in our neighborhood.

I also strongly encourage everyone to attend a meeting
being held November 14th at Cada Vez Restaurant and
Conference Center at 1438 U Street, 6:30 PM concerning
the U Street Streetscape project. This meeting will
help us tie all of these projects into a more cohesive
action plan through the implementation of the

WMATA/Metro Properties

13th & U - Northwest corner Ellington Apartments:
Donatelli and Klein (www.dkdevelopment.com) will be
building one floor of retail and approximately 180
high-end rental units. There will be underground
parking for the residents and some parking for the
retail component. The construction should begin in
Spring of 2002 and will take approximately 20 months.
This will mean the loss of the surface parking that is
currently next to Republic Gardens as well as one lane
of U Street parking.

13th & U - Southeast Corner:
Above the escalators to the U Street Cardozo Station,
this site has been awarded to Marvin Jawer of the
JENCO Group for development. No plans have been
presented to the community. The height ceiling is
55ft. on the south side of U Street. This will mean
that the Duke Ellington Mural will ultimately need a
new home. Thankfully it was built on palettes to be
moved.

14th & V - Southeast Corner:
Metropolis Developers will be developing this site.
Their original plans for a nine-story building have
been modified due to site concerns and the new
structure will be more the scale of the Lincoln
Condominiums. They will present their plans to the
community at the November 8, Cardozo-Shaw Neighborhood
Association meeting.

14th & V –Northeast Corner-
Metropolis will no longer be developing this property
with Mr. George Ghalich and the current plan is for a
surface parking lot that could be there for up to five
years. This needs the attention of the development
committee as this area is in desperate need of
development and a surface lot could stagnate
development on this portion of 14th Street. The
building that was torn down recently was the power
plant for the old trolley system turnaround and by
HPRB standards should have never been demolished. Mr.
Ghalich also owns the rest of the properties in that
block face of 14th from V to W as well as the central
buildings on the block on Chester Alley.

8th & Florida Ave. – Was once going to be a Checkers
restaurant. Need to be updated by Metro as to the
current plans for this site. This area currently
represents a dead zone between U Street and Georgia
Avenue.

District Government Properties

1321 S Street - Department of Recreation Warehouse and
Maintenance Facility.
There has been an RFI put out on these properties,
which comprise the center of the block from 14th to
13th and from S to T Street. Lots back onto
residential on 13th and T Streets and the Black Cat,
Cage, and Source Theatre among the commercial on 14th
Street. However, rumor has it that the Department of
Recreation is planning to begin rehab of these
properties next month. The office of planning should
take a look at whether they should be renovated or
not. Seems like there could be a daytime tenant that
needs parking access and then the parking component
could be opened in the evenings to support the
nighttime businesses. As long as there is insulation
for the surrounding residents taken into consideration
this could be a win-win situation for everyone.

Grimke Building - 1900 Block of Vermont Avenue:
This Building represents one of the keys to the
development of the U street corridor. Currently
housing the Fire Department Headquarters. This
building could be the home for the African American
Civil War Museum and or a Tourist Visitor Center.
Approximately 40,000 square feet. Right across from
the Memorial and the Metro stop, the building deserves
serious attention.

Historic Landmarks

2101_10th Street:
This is the old church that has been abandoned and
tied up for years that Peter Means presented to CSNA
as a site for Historic Landmark status. Peter and
Division One Architects and Developers plan to
renovate this building and the adjacent empty lot that
was cleaned by the Garrnet Patterson kids during last
years spring clean up. Historic Status to be
Determined.

1000_U Street - Prince Hall Mason’s Building:
Undergoing a major façade improvement through use of a
DHCD block grant. The building will be providing
retail space on the first floor and also provides
banquet and rental services in the main ballroom on
the second floor. The first floor was the temporary
home of the African American Civil War Memorial Museum
and was formerly a Giant Food Store.

1215_U Street - The Lincoln Theatre:
Currently undergoing major building and systems
renovations. They are hosting the International Gay
and Lesbian Film Festival this month, probably their
largest event of the year. The Theatre is looking for
volunteers who can help the Theatre reach the status
it once held as an International destination and an
anchor for the U Street corridor.

Affordable Housing

1418_W Street:
Carecen Development Corporation with the help of
Charlie Rinker is proposing building condos or a coop
for the tenants in the building that was taken from
the "slumlord" over a year ago. This building was sold
to the tenant for $1 and a $300,000 penalty paid as
part of a settlement with the landlord. The project
has stalled a little and the tenants are in need of
some training on how to organize them into and
educated effective decision-making group that can
bargain and lobby for resources to alleviate some of
their mortgage costs.

1430 W Street:
Building is on the market and the tenants with the
help of Holland and Knight attorney Steven Niles are
trying to put together the resources to purchase the
building. There are some serious problems with the
structure and needs of the building in general.
Thankfully this building is getting the attention it
needs from the city and the residents.

1436- 1444 W Street – Capital Manor Apartments:

These three buildings have an offer on the table. The
tenants with the technical assitance of Volunteers of
America are negotiating to possibly purchase the
building. This is a great model of tenants organizing
themselves in their own best interests.

The buildings on this block represent more than 200
units that are being preserved for low-income housing
in the Cardozo Shaw area. Working with several non-
profits and government agencies at once we are
leveraging resources that will help to stem the
potential for displacement that could otherwise occur
on the block.

Temperance Court:
The Public Welfare Foundation is holding a meeting on
October 22, 2001 at 7:00 to let Manna CDC discuss the
plans for the lots between 12th and 13th and T and U,
formerly Temperance Court. There are plans to build 15
low-income residences on this historic street, but
there are also several zoning complications and you
are encouraged to attend.

14th Street Commercial

The Cage - 1800 block of 14th
The building was recently sold to the Black Cat and
now the former location of the Black Cat is for sale.
This location was featured in this month’s Intowner.
Take a look.

BlackBall Sports Bar next to Mango’s in the 2000 block
of 14th:
They have received their ABC permits and will be
beginning construction soon. This building has the
murals that students from Garnett Patterson painted
and will be run by Paul Spence and Bryan Hight
longtime CSNA members. The business will feature the
Negro League Baseball theme and it’s ties to the U
Street corridor and the old Griffith Stadium.

2001 14th Street – Formerly Hogs on the Hill
This building is subject to more rumors than any other
on U Street. The fact is that we need the cities help
to clean up this property at the core of our
community. It collects $1000’s a month from the 5
payphones and it has not been maintained for years.
CSNA just provided the city with all the contact
information for the owner and the company leasing the
building. We hope to see some changes at this corner
in the near future.

U Street Commercial
1208_10_U Street:
These properties between the True Reformer Building
and the Kaffa House have seen sporadic renovations and
citations from the city and remain in a dilapidated
condition to this date. The owner of these properties
is believed to have recently passed and their
development remains in question.

1438 U Street –Cada Vez Conference Center and
Restaurant:
They should be opening its doors fulltime as the long
fight for its liquor license is nearly over with the
ABC Boards dropping of the protest October 10th. Their
business model is one that should be mimicked by other
ABC establishments. They provide a use for their
building beginning at 8:00 AM that brings people to
the corridor that otherwise is lacking for a daytime
presence.

Sids Garage and the 2000 Block of 12th Street-
These sites were recently purchased and this building
by right can go 90 feet, but would then overshadow the
Lincoln Theatre, True Reformer and other landmarks.
Lets hope that the Office of Planning can help guide
the new owners in their development so as to provide
something that fits the needs and infrastructure of
the community.

918-920 U Street – Formerly Murray’s Casino and
Officers Club:
This building is now on the market and represents an
anchor on the eastern end of the U Street Corridor
ripe for development. 1/2 a block from the U Street
Metro and inside the new Tech development corridor.
This building would be ideal for a medium sized
technology company that is looking for an urban space.

Lincoln Condos – Retail Space:
This space being marketed by Madison Retail Brokers is
developed and we will be seeing a 7-Eleven, Subway Sub
shop and a Dry Cleaners on the first floor, office
space on the 2nd floor and we are awaiting new
potential for the basement now that the Abyss has
pulled their ABC application

Residential

Harrison Square Townhouses – 98 New Townhomes.
Donatelli and Klein and Eakin, Youngentob and
Associates developed this project. The complex is now
50% occupied and is looking to be completed by Summer
2002. We welcome our new neighbors many of whom have
immediately become active in the community. There
will be a site review when the project is done.

1900 blk_12thST –
Four Spanish style Townhouses are going to be built
directly south of the True Reformer parking lot. The
design was presented to Historic review committee
earlier this year. The construction should begin in
early 2002

1210_VST –
There is a proposal for an 8 story building on this 20
ft wide lot that is within the historic district. The
case will be before HPRB next month and should be
reviewed locally before then. This lot really should
not see anything higher than the 4 or 5 story building
that previously occupied the site.

1407 W Street- Alex Boyar is planning on developing a
ten-unit condo building on the empty lot on the 1400
block of W Street. Hopefully the fence will be going
up around the lot shortly as there have been numerous
