   There is a bit of information dated May 20, 2001 at

   This comes to over $55 thousand per feeble 
business. I am certain that many neighbors don't want
Kaffa House - with its history of lethally violent 
patrons - even to stay open, let alone spend tax 
dollars on sprucing the place up.
   It is clearly a mistake to entrust a social welfare
corporation with spending tax dollars to oversee a
neighborhood's improvement. These programs should be 
managed by an entity with experience in urban design 
issues, such as the Department of Planning.

local economy in the wake of the terrorist attacks."

Subject: CSNA Public Safety Meeting Minutes -- October

The Cardozo-Shaw Neighborhood Association Public 
Safety Committee (PSC) held its first meeting on 
Wednesday, October 3rd.  Among the topics discussed:

1. Drug problems in the 1400 block of W Street.  
According to resident reports and police, a persistent
drug problem exists in this area.  MPD is aware of the
problem and the Ward 1 CORE team is also looking at 
it.
ACTION: Form an Action Team to bring together 
residents and all groups currently working on this 
issue to share information and coordinate strategy.  
Action Team "14W" first meeting is tentatively 
scheduled for Wednesday, October 17th at 7:00 p.m., 
location to be determined. France Hoang will 
facilitate. 

2. Crime and other public safety issues along the "New
U" corridor.
A number of business owners and residents have
expressed a desire to form a standing Action Team in
order to have an ongoing forum to discuss the numerous
issues stemming from the New U corridor.
ACTION: Form an Action Team to share information,
identify key issues, and begin developing strategies.
Action Team "New U" first meeting is Wednesday,
October 24th at 7:00 p.m., location to be determined.
France Hoang will facilitate. 

3. Drug problems in the 800-1000 block of T street and
adjacent alley
According to resident reports and police, a drug 
problem is growing in the area, particularly in the 
alleyway.  MPD is aware of the problem.
ACTION: Form an Action Team.  Action Team "Alley 
Cleanup" will be facilitated by Bill Stevens.  Meeting
location and time to be determined. 

4. Drug problems at 12th Place
According to resident reports, a past Partnership for
Problem solving effort has reduced the drug problems 
in this area to manageable levels.  The area residents
are working on the remaining issues.
ACTION: Monitor and provide assistance as requested.

5. Fence repair at 14th & V
According to police, a whole exists in a fence 
bordering the alleyway behind the car wash at 14th & 
V, presenting a potential problem area and safety 
risk.
ACTION: Identify owner and seek repair. Seek help from
city agencies.  

6. Dumping at 14th & T
According to residents, the alley behind the Ethiopian
Social Club and post office are being used to dump 
garbage and antifreeze by various individuals.   
ACTION: Report to 727-1000 and contact Environmental 
Crimes Unit of MPD. 

7. Tires in the alley between S & T, 13th & 14th
According to residents, tires have been dumped in this
alley, resulting in a nasty breeding ground for 
mosquitoes and serving as an attractive nuisance.
ACTION: Report to 727-1000 and Environmental Crimes 
Unity.

8. Halloween
The PSC discussed organizing citizen volunteers to 
walk around the neighborhood in pairs on Halloween 
with cell phones to provide additional eyes.  Lt Dykes
of PSA 306 supported the idea.
ACTION: Organize Halloween citizen patrols.  
Coordinator to be determined.

9. Information Alert
The PSC discussed the need for early citizen reporting
of problems and creating a record of persistent 
problems.  
ACTION: Put message in CSNA newsletter.

NEXT MEETING
The next meeting of the CSNA PSC will be Wednesday,
November 7th at 7:00 p.m. at the Saloon (Upstairs),
1207 U Street.

I'm making a documentary film of the 17th St High Heel
Race. Dolores Smith the documentary film maker and
member of TAG has thrown her energy behind the project
as well as newcomer Donald Hitchcock. As always JR's
is holding out announcing the exact date of the race,
it's usually the Tuesday preceding Halloween, so
expect either Tues 10/30, or maybe 10/23. If anyone
knows more than that please contact me immediately! My
focus right now is to film that evening, edit and use
the footage to get some funds to go further with
interviews and more. My idea is somewhere between a
documentary and a parody of a National Geographic, or
Wild Kingdom special on vanishing environments or
endangered species. I have a few vignettes to film
that will illustrate my interest in our role as
observers and our affect on what we observe. I
remember when faggots were getting bashed upside the
head for running down the street in high heels on 17th
St and now the police are putting up the yellow tape
and we have a stage set for approved street theater,
some of the best I've ever seen! But what affect do
our observers have? So, let's document the grand 
tradition of the High Heel Race and examine our roles
as observers. I'm looking for production assistants,
camera operators, and still photographers. I'll
provide tapes, film, and discs. I plan to work
directly with one professional camera operating that
evening. We need a lot of support. When we're little
closer to the evening I'll call a meeting with anyone
interested. Please let me know if you'd like to
support this project any of these ways, or if you're a
drag queen waiting for your big break, here it is!

potatoes in company cafeterias, and the men and women
who sold coffee or burgers on the lower levels or
observation deck of the world famous complex.  

Sharing a meal can indeed be one of the most effective
ways to create community and build bridges. Whether we
are dealing with global conflicts such as in the
Middle East, The Balkans, Pakistan and India, and
Africa or domestically between groups that are
traditionally at odds with one another, food can be
and has been a way to find common grounds and a
beginning at bringing the feuding sides together. It
is through the ritual of breaking bread that one can
learn to humanize the enemy and begin to dialogue
toward better understanding and Peace. 

The foods we are offering are foods that have been
around for centuries. Most of them have their origin
in the Mediterranean and are made for sharing. 

The following menu was created through a collaboration
with Joan Nathan (renowned food author) and Andy
Shallal (proprietor, Mimi’s American Bistro and Luna
Grill & Diner) along with Ramzi Osseiran (General
Manager) and Hugo Ayala (Chef, Mimi’s American
Bistro).

Neighborhood Engagement Day
Mayor Williams has declared Saturday, October 13th, 
Neighborhood Engagement Day. LCCA invites you to join
us and show your community spirit on the 13th by 
participating in our Fall Cleanup. Volunteers will 
meet at the corner of 14th Street and P Street at 9 
a.m. for a morning of trash pickup, graffiti removal, 
and tree planting along the 14th Street Corridor from
Thomas Circle straight up to V Street. Just bring 
yourselves, your neighbors, and your friends -- LCCA, 
with the support of the District government, will 
provide all the supplies. In this unprecedented day of
cooperation, we will be joined by volunteers from the 
Cardozo Shaw Community Association and youth groups, 
District staff with a power washing truck, and D.C. 
Councilmembers Evans and Gramm. A BBQ will follow the 
conclusion of the cleanup at 2pm in Logan Circle Park.

We hope you can attend. If you will attend, please
