Salon Cielo (by Aveda) under construction in old 
Kulturas spot, 1941 Conn Ave, just north of the Lucky
Jeans store which opened two months ago. An 
independent clothing store is rumored to be coming to
the corner spot on S.

Acropolis, a nightclub with a live DJ, being built at
1337 Conn Ave, where Vertigo Books once was (and years
before stood the Republican National Headquarters).

Proposal to rename P St Bridge in honor of investor
William Calomiris was rejected by ANC 2B, thank God.

DCCA's board reiterated its support on 6/11 in favor
of underwater lights for the Dupont fountain. The 
National Park Service, sadly, opposes this proposal.

The Roosevelt (16th St between V and Florida) is on 
track to open in late '02, in its original 1920s 
grandeur, with luxury studio, 1- and 2-bedroom 
apartments. Amenities will include an indoor pool (!),
fitness center, resident library (!!) and a dry 
cleaning service. 
   Developer is Summit Properties, the same company
doing the Summit Grand Parc at 15th & I, which looks
fabulous. It overlooks McPherson Square, but is blocks
away from any other residential buildings.

Back in March, the old Trios near 18th and Columbia 
was transformed into the Adams Mill Bar and Grill. See

Adams Morgan ANC 1C's funding has been cut off by the 
city due to findings of audit. See [1] below.

I've always thought that the smaller the jurisdiction
of a political entity the better, but also that the 
ability to spend other people's money is the root of 
all evil. DC seems to bear this out, with the city's 
ANCs running the gamut from democratic role model to 
kindergarten kleptocracy.

DC Orders Halt to Funding of Adams Morgan ANC
 
Culminating a regular review of Adams Morgan Advisory 
Neighborhood Commission 1C's books, Deborah K. Nichols
in the Office of the District of Columbia Auditor, has
terminated all funds to the body effective May 7.  
Scores of irregularities were disclosed in the report
available to the public. The Auditor noted that over 
80% of all disbursements did not comply with the 
minimum requirements for documentation. The audit also
notes that "the Commission's officers, particularly 
the chairperson and treasurer, improperly used the 
quarterly financial report approval process as a 
method of obtaining Commissioner's approval of 
expenditures after the fact and without apparent 
deliberation.[Auditor's Emphasis]"  The District 
requires that "expenditures shall be specifically 
approved by the Commission at a public meeting prior 
to the disbursement [ Auditor's Emphasis]."  Andrew 
Miscuk is the current ANC chairman and served as 
Treasurer following Carolyn Llorente. Josh Gibson is 
the current Treasurer.  Former Chairwoman Linda Softli
was the Chairwoman at the time.

Threatening collection action, the Auditor has noted 
that there are $2,000 for which "ANC 1C's treasurer 
and chairperson responsible for authorizing these 
disbursements must repay ANC 1C" unless properly 
approved and documented.

The Auditor also noted that the treasurer had not 
filed the "fourth quarter financial report which was 
due December 1, 2000" and is now six months over due. 

Question was also raised over the expenditure of a 
considerable amount of District money without public 
notice to bid on the contract or for solicitation of 
competitive bids. The DC Auditor will not restore 
funding to the Adams Morgan ANC until their quarterly
financial reports have been received, reviewed and 
approved.

Kalorama Park to Celebrate!

The Advisory Board and the Fund for Kalorama Park are
organizing a June Play Day in Kalorama Park on 
Saturday, June 16 from 10:00 am to 3:00 pm to 
celebrate the improvements in the Park. Mayor Anthony
Williams, Councilman Jim Graham and Park Director Neil
Albert have been invited to speak briefly at 1:00 pm. 
There will musical entertainment, children's 
activities, health screening and picnicking in the 
Park. Come bring a picnic and celebrate with your 
neighbors. The improvements the Park are the result of
greatly strengthened relations between the community 
and the Department of Parks and Recreation. In the 
last year, the Department has put in new lights, fixed
the 19th Street Walk, moved and replaced the horrible
dumpster in the middle of the Park and is now 
replacing old playground equipment. The Fund for 
Kalorama has received contributions from individuals 
in the community amounting to about $30,000. These 
funds have been used to purchase game tables and a 
bulletin board for the Recreation Center; 30 new 
trees, new hoses and other garden equipment and 
rehabilitation of the main entrance of the Park on 
Columbia Road including creation of a plaza for the 
commemorative bricks of park contributors. The Fund is
also awaiting a decision on a $12,000 grant request 
from the Urban Forest Council that would fund four new
benches, five new trashcans, 10 new trees, gater bags
to ensure proper watering of trees and equipment and 
planting materials for a children's garden as part of
the recreation program. The next meeting of the Fund 
for Kalorama Park will be Monday, June 11 at 7:00 pm
at the Recreation Center. All are welcome.
